In this chapter we saw the Roars refuse to let a single human from their city get killed as hostages. They even tried to teleport EVERYONE back at first even though that would've completely foiled the offensive they spent decades planning. It's an indisputable fact that they value human lives, at least more than the Sun Cult does. Mist Dragon is clearly eating a Sun Cult invader in that image, either that or the Roar dragons are permitted to eat people from their city who die of natural causes/get executed for crimes. Not to mention they actively despise the Scales Bloodline, the dragons we know for a fact are raising nips as human cattle. You can't run a fast food business if you put all your customers on the menu, give their burgers a chance before you jump to TDD.
