Rather than not getting a second PAD, it's more like they never came close with all their titles combined even when PAD was on the decline. However, they've still got enough money from PAD and Ragnarok stuff to just fuck around and do whatever at this point which means they can fund an anime and pay Morishita his fat checks but don't actually have any incentive to try and make better games
