It's useful for kickstarting quests that aren't triggering, which does occasionally take place, and general quality of life stuff like turning on conversation from remote companions so you can see everyone react to what's going on, turning off jealousy for your space gfs, all sorts of things
It also lets you set flags manually when they aren't triggering properly. For example pic related is a whole section of voiced dialogue that is hidden behind a flag that can never activate naturally, leaving you with a weird dialogue wall unless you flip it manually.
