Obviously gameplay comes first in these games, but that clearly didn’t stop Rosalina’s backstory from getting it in the massive hit that is Galaxy of all games (afterthought or not). It left such a massive impact on her fans that they still have an emotional attachment to her to this day.
Nintendo did something different and novel, and people enjoyed it. They should’ve capitalize on it (without making it distracting), but instead they tried their absolute hardest to course-correct back to making her terminally bland and boring to fit their safe brand.
Ever since SMG1, nothing remotely interesting has been done with Rosalina besides whatever that autistic Ubisoft game did to her (I assume that tweet is right), so don't be shocked when people like rosafags here are still complaining about her stagnation to this day.
It's not greed if you're not exactly getting what you wanted from your favourite characters. Obviously most people wouldn't think much of it and will be pleased just with her being there looking cute, but let's not pretend none in this fandom is craving her overdue return to Galaxy roots and actually do cool stuff once again.
Personally I never cared that much about her outside her backstory, it’s the only thing I truly liked about her, and that was it. I feel like all these shitty discourses could’ve been avoided if she didn’t debut with a backstory and had an actual personality, just like she had in Golf World Tour for example (look up her animations in that game).
Notice how characters like Bowser still get to be evil and villainous in shit like Mario Party, but every time they try something new with Rosalina, she always gets held back by that shitty Peach voice they've been forcing on her for over a decade. Either that, or they just push her aside just like they did in SMG2 and in that shitty crossover.
>tldr:
God forbids you have different expectations for the one mainline character with actual depth.
