Android: The usual japan play store region thing. No network regionlocking so once you have it downloaded you can play it without any VPN.
PC: Install DMM game player and make an account there. When running the dmm player, you need Japan vpn (just use softether). Once the game has been launched and is in title screen, you can disconnect and still play the game (or do the asset download).
