You're presupposing the existence of a God. You'd have to prove its existence to make it part of the equation. Without that evidence, the obvious answer remains: humans make rules to protect that which they hold dear. And that's as good as a reason as any.

The masses are indeed ignorant and distracted by clinging to outdated ideas, like divine authority over laws. God is dead. He has been for a long time.
