Aren't Colors mostly just a publicity thing? Take some Fixers with outstanding performance records or who have done some great feat (like the Indigo Elder), give them a funny title and put them on posters, make action figures of them, etc. etc.

That's not to say Colors aren't strong, they are, they have to be to even get there, but there's bound to be Fixers out there who are "Color tier" who don't get to join the club because some Hana bureaucrat doesn't think they're marketable enough.
