I feel like this game doesn't really know what it wants to be. Does it want to be a super tactical CQB shooter or a hyper realistic policing simulator? The game highly discourages players from taking the lethal route and actively punishes players for shooting perps by giving you less points, stressing the whole "stop the killing, stop the dying" mantra. Yet at the same time, HOOOLLY FUUUUCK this game makes it incredibly satisfying to just drop motherfuckers.
