The book Mule wasn't entirely a villain, just an ambitious outsider who had no clue how much he was fucking up the Foundation's plans. His entire strategy was just to get alone with the right person and use his ability to work his way up to the leader.
Once he had a single fleet, all he had to do was show up at another world, request a polite meeting to avert an invasion, and then "turn" the leadership. And if they didn't want to use the book's twist of keeping him hidden in plain sight, they could have gender-swapped him and made them the Mulette...a kindly granny (for instance) who shows up at the end of the arc and surprises everyone .
Kind of bungled this one bad.
