The actual voices seem to be just pre-CoP Monolith combat voicelines with a bunch of sound effects slapped on top.

I don't think the devs had some deeper meaning for it in mind, other than just being a spooky noise, but if you want to make up theories, you can assume it's the Wish Granter relaying commands to the Monolithians.
