This is just not true. Sasuke changes outfits more often in Naruto than both Sakura and Naruto combined. And the SHs in One Piece change outfits every arc regardless of gender. Bleach also made a point to keep most characters in the same outfit the whole series (unless bankai) only to go full fashion gravures in the covers.
Moreover in most shojo/villainess manga, it is extremely common for the protag (and everyone really) to have a 100 outfits. In Ouran the hosts have themed events which are a pretext for a new outfit every chapter. And villainesses simply have 3 outfits per chapters minimum. The opulence is part of the character.
While setting change and character development are probably the biggest factors that decide how many outfits a series is gonna have, the variety in outfits and fashion is still more closely linked to how much of a fashion victime the mangaka is than any target demographic consideration.
