thats because the gaming sphere for otaku games in japan is dead. toheart was outsourced to tamsoft and they are known for making low budget anime games. KT and konami are the only two major publishers that are still willing to make semi budget anime games. you can maybe consider cygames too since they entered the console market not too long ago but they don't have a consistent release schedule for anything yet.
