That's 4 duelists, 2 vanguards, and 2 strategists. Also matches the current ratio of duelist to strategist+vanguards. I suspect the original plan was to do duelist/tank/duelist/strategist/duelist to maintain the current ratio but they needed to move Emma or Ultron up in the schedule because players were begging.

Is it retarded? Maybe. But I can see the logic.
