Several points here actually:

1. No, you wouldn't get laid. The simple fact that you fantasize about this means you are a permavirgin. That's a flaw in your character. And that's not going away by women being naked. Just go to any nudist beach and see what happens.

2. No, you wouldn't be able to do anything to naked women in public. You could try, and would be shut down by other males protecting her. Which is essentially what happens in our society right now as well. These men might be close relatives of her, friends, work colleagues, or just simply the police (again, just like it is now).

3. And even if our society was some kind of fucked up "you can rape anybody willy-nilly" kind of society, males would compete over access to the best women. Just as now. What makes you think you would win in that society, if you keep losing now?
