Shopkeeper raised Yor so she probably knows a lot about the dead empire herself. Anya can't tell Yor she's related to it (if she is) without outing Loid, but maybe if she catches an errant thought and wants to know more, she could fake a homework assignment or something. This feels like a strawman. Anon said Garden would exterminate WISE, a foreign intelligence agency working in their land. There's a big difference between that and civilians that just like Westalis.
