If it's generally not clustered, the internet says you can be a minimum-functioning member of society all the way down to 35. You're mentally a 1st grader. But you can kind of be relied on to do basic shit. Doing some largely improper statistical math, that's a 24 point range, so for every 35 they'd have an 83, and 15 point SD that's most everybody between 74 and 44.

No, the actual indictment of them as a people is the fact they can be handed all this knowledge pre-solved, and even be forced to implement it for a number of decades, and then the moment force stops they completely collapse. And then when aid is sent, say by giving them 30 head of cattle to start basic agriculture, even after having the concept of husbandry and dairy and the benefits of long-term growth explained they chose to just immediately kill and eat them.
