She's clearly one of the oldest named ladies in the games to that point, but older compared to what, given how deceptively young we know GF can envision some of these characters being. Exhibit A always being Jessie. This what Adventures and Clefairy did with her, but given that the former has Will going full clown the Sugi art probably wasn't out yet, since that only got used in a few cards I think.
