Might be the SOUL's influence and I say this unironically. The second we took control in chapter 1 we started talking to everyone we could. Since Noelle says "it's been a long time since I heard your voice" in chapter 4, even before we took control in chapter 1 the SOUL might have been interacting with everyone in hometown just to see what happens.
Lets be real, if Bratty gave you a quest to get her a burger in any of the lightworld chapters how many people do you think would actually get them for her? I would say the majority, that burger quest is a real player move.
