Have you been buying ap or just bingeing the story?
At your level leveling up is cheap so try out different units to see what works. Hoard ligma and raid currency, especially ligma. Activity reports inflate so much at later levels that trying to save them isn't worth the fun you miss out on at lower levels.
If you want to level faster refresh AP with pryo
At the end of the day its a gacha and its designed to slow you down so if you hit a wall the only thing you can do is grind for a bit.
