Regarding eye / eyelids some characters 100% lack them or I'm just fucking blind, like I cannot see any movement at all in Kuroko or Mika, for example
Since you posted Aru, you can see here that she does have some extremely small eye lid animation, and it seems like her mouth stretches a bit so that's another one to the list of "characters that are "highly" animated"

Yeah I noticed that P68, Yuuka, Abydos (except Shiroko and Ayane), the fucking rat somehow, which could be attributed to the early game are highly animated

Suzumi and Airi who could be considered "very early" don't seem to have any kind of animation, so yeah
