Think this is really cool way to balance his Inherent Daze bonuses and his insanely strong EX being spammable as well. Since his EX is effectively a mini stun from its infinite stagger value, it probably enables interesting rotation ideas as well for different teams.
Neat, I like it even though I'll probably never get even 1 Ceasar shield but I love the theory crafting for the boy
