I don't think anyone expected Kycilia to nuke the Zeon Navy immediately (sans her newtypes). But then, Kycilia believes that the future of warfare are newtypes. She's not wrong. UC warfare would have moved towards a handful of highly elite newtypes in top tier psycommu suits OTL if the Federation weren't actively destroying all evidence newtypes exist and research into them. Newtypes are just that busted. A single talented newtype can wipe out squads of oldtypes. A squad of newtypes can coordinate like they're a hivemind. Why have grunts in such an environment? And newtype superweapons are insane (see Angel Halo, Moonlight Butterfly, Bugs, Yomag, etc.)
