I just can't think of any street fighter game where it feels like so many aspects of the game feel like the devs didn't even think about it and just slapped something together in 5 minutes. They always made some questionable decisions, but you can usually see the vision they had and you can see what they were aiming for, these devs just sorta wing shit without actually putting that thought into it.
Like sure they put a lot of thought into what combo routes should be possible and how block strings should function, but everything else feels like it hasn't changed since the first pass when the game was in an alpha state, and they keep forgetting that Street Fighter is supposed to have neutral and people aren't just air dashing at each other and taking turns running anime pressure on each other (even though thats how they want the game to be played but with drive rush instead of air dash)
I feel like people would complain about it more if they were actually playing neutral more often, but the average player is gladly skipping that part and getting to the combos/blockstrings, either because they don't care or because the neutral is half assed and kinda sucks
