the choices for grub collabs is almost never the top 3-5 characters.
it's just a couple of the most popular, then whatever they like. probably they come up with some ideas for skills for a bunch of characters and whatever passes gets the actual art and character. or maybe va availability takes priority.
some of the va for characters in these old collabs are straight up dead.
