Freeze is like that by design. Ice is defined by a RNG roll glass cannon playstyle where they have a pretty good offensive matchup chart and a pretty bad defensive one, and their attacks, on top of already doing high damage, can roll for a very powerful status that's basically sleep but with more RNG involved in how long the victim is unable to act. (And like other anons pointed out, it was basically an instant kill status in gen 1).
