Not for Kodachrome they can't. It uses its own very special development process that requires special machinery in addition to the chemicals that Kodak no longer makes. When they discontinued it, there was only one place in the world that was capable of developing it.

You can still get it processed as black and white film, but it's not like standard E6 (or C41) color film that you can still get.
