It really depends, though.
It DOES somewhat counter X-band radars, which are the most common jet radars in use, but it's generally innefective against S-band or L-band radars, which, even if not accurate enough to ensure a target lock, will point out the general location of a plane. On that note, VHF or UHF radars (and satellite monitoring) is also quite helpful against stealth aircraft.
