CR is an okay weapon sub and it's got good base ATK, but the passive is pretty much wasted on anyone else
it's a very specific niche weapon

xiangling is the only character i can think of who might actually make use of the passive, assuming you've got her ER needs covered elsewhere (the 12 energy is nice for her though)
