I disagree. Seia's alt is not that sexy. It's visually interesting and memetic, but Hasumi, Nagisa, and Mika are all sexier. At least for me. Seia's design is better, but it's less lewd.

Point is, though, is that Ibuki is literally an * year old pretending to be older. They are going to give her the most boring swimsuit alt imaginable because of that. That official image of Pandemonium in summer wear is proof of that.
