I've never ever heard of any steam account being banned for obtaining and playing VV.
You'll only get banned from VV itself for doing obvious stuff with macros or other questionable coding things. Cosmetic mods go completely under the radar as well.

And steam only cares about VPN stuff if you start messing with regional prices. They couldn't care about F2P game stuff. If you're paranoid however feel free to make a burner account and only use it for VV or similar games.
