Personally, I think it was. The version that got released in China was genuinely Hell on Wheels and killed the shit out of them. Problem is, they used a Corona virus, which immediately started mutating. Evolution has designed Corona viruses, basically the common cold, to be extremely virulent but not very deadly. So, despite all the crazy shit they packed into the Gen 1 virus, every time it found a new host, it downgraded itself a bit to become less deadly and more transmissable. The version that hot Italy was still pretty bad, but there are a bunch of Chinks on Italy that flew back and forth constantly, so the Italians got Gen 1 or Gen 2 and it was actually pretty harsh. but by the time it got to the US it was Gen 4 or Gen 5 and was basically a really bad cold or mild flu. I think they thought it was going to be as bad as they told us it would be. After all, the Chinese were burning 14k bodies a day and were welding people into their apartments to die. If that version of Covid had made it here, they would have gotten everything they wanted. Trouble for them is, it didn't, but they followed the script anyway and the NPCs went along with it.
