Did Zena & Baral take the fight seriously at the end of Ruina, or were they just fucking around and stalling?
I ask because obviously Zena couldn't just wipe all three out, and even though he only ever used W serum neither could Baral, they both had to wriggle around to try and hold their ground. Given enough time they probably could've won, but it still severely limits my perception of Arbiters as being truly unstoppable and kinda makes me doubt Garion's statement that Kali only killed her because she was distracted.

Could it really be that (severely buffed) Gebura (isn't she pretty much at her prime at this specific stage due to the Light buffing her?) and a Binah with her singularity infusion is enough to fumble an Arbiter and a Claw? It certainly seems like they were trying their best and had to retreat into plan B when things went on for longer than they anticipated, in spite of Zena's gloating.
