Per canon, combat ranges have been dropping significantly since the introduction of skyships, because without the ability to check the height of shell splashes, you can't range in and correct your fire, so you need to get close to the enemy to guarantee hits at all. This has even lead Austria-Hungary to build their ships with peaked rams, similar to the real life Torpedo Rams of the late 19th century and that one Austrian ship that got a ramming kill in real life.

The Italians have a battleship with six torpedo launchers on a side and a turret mounted torpedo launcher in the bow. I'll tolerate a lot to allow that level of glorious nonsense.
