It clearly seems the funny behaviour is a result of the mechanism being so tight and the rod on the lever beinv bent that it gets stuck in random places half way between its two settings. Im Using a small hammer and a piece of brass to drift the spring loaded piece back and forth in the direction shown. This should prevent marring it all up.
