I see nothing wrong with a villain having a sad backstory, only simpletons would believe it's justification for their actions. Nothing Crow can do would redeem her and nothing she can do would make things right, but a sad backstory will further villainize the Central Government and give more reason why things need to be changed. Everyone hating her is a pretty good sign Shift Up succeeded with what they were going for, I just like her because I'm into crazy chicks and specifically traitor characters in general.
