In 1968, just before the olympics Mexico was hosting, the CIA-asset Gustavo Díaz Ordaz (CIA cryptonim: Litempo-2, also president of Mexico) sent snipers up some building to take potshots at cops watching over college kids protesting in some pissant plaza called Tlatelolco. Upwards of 300 died in the massacre. A coverup was attempted, and the ruling party had to deal with the ensuing bad rep for a long time.

Is it not obvious that any trick they attempt abroad they have already tested out a thousand times in its backyard?
