I have no idea. Given Japanese architectural technology, I'd guess not. Unless it was some... secondary cabin in a resort town.

Not to say that Japan doesn't experience floods or that houses don't become destroyed in floods/typhoons/dam accidents or something. Just that it's probably conflated with some other flooding story.
