The drills they have in the Children of Echoes are all powered by phlogiston motors.
The Weapons elite enemy variants use are all phlogiston boom hammers and canons.
There is no need for them to make a bunch of bikes because they're already using Saurians to travel.
The bike is canonically pretty shit and breaks all the time anyway.
Could they make more? Sure, but there's no need to.
