The point I'm gonna make is not touched by the game itself, but ironically Asgore's approach was the best way to both break the barrier and eventually make peace with humanity. A flurry of murders and then monsters turn up, that would be enough to whip the humans into war. The gradual approach allows the anger at the previous deaths to dissipate, and then they were fortunate they didn't require a seventh recent murder to be freed, so peace is more likely as the previous crimes can be looked at without blinding anger. HOWEVER Asgore was absolutely not thinking like that, Toriel is correct he was dithering, and this was an unintended benefit of how he went about it.
