Mihoyo is just absurdly incompetent, Wrio has an interesting backstory and his interactions with Siggy could have been funny and charming, and his design lands in the sweetspot of "cool guy who could be liked by both genders".
He could have easily been a popular character but they decided to blow all his screentime on talking about tea, trolling Lyney for no real reason and fujobaiting him with Neuv(a character who is only okay when his autism causes problems/when talking about dragon shit and Focalors)

Ayato is another example, they could have played up the Ayaka's eccentric big brother angle, have him do dumb shit with his friend Itto(zero interactions after a bajillion Itto events, Itto also still hasn't even talked with Sara on screen even once even if this is her last vestige of potential screentime), have him banter with Yae until she seethes(would be funny to see Yae get BTFO at least once) but no, they decided him to make him not exist.

Same with Yelan, a smug secret agent? Nope, she now is the most by-the-book boring glowie you can imagine.

Even Liyue's cast was fucked and felt artificial as fuck until they got like 4 Lantern Rites and the Tao/Chong/XQ/XL friend group actually felt like friends.
