Yes, any level is welcome.
That said, most people are high level players who have been playing the game for 1year+ at this point, so you'll still get your ass beat quite a bit.
However, getting beat in the lobby isn't as frustrating as in ranked, and you can talk to the dude and learn a lot.
We have some new players and low level players too, most recently there's the aussie cag, I don't know if he's still around joining the lobby or not, but not too long ago we had a new vira player too.
Don't be afraid to ask, one year ago I asked a dude for advice and he told me that I wasn't teching (recovery).
I felt retarded but oh well, better than still not teching to this day.
