I have been gangstalked. It's not as novel as you think it is. These kinds of tactics have existed for thousands of years. All that's changed is that it's easier for them to stalk you. In essence it is just organised bullying, with the goal of either causing you to stop whatever it is that you've been accused of doing, or, removing you from a community altogether. In my case I was the victim of a heinous rumour spread by a vindictive ex. The gangstalkers would refer to text messages and other personal info that only I could know while I walked past them. This is a single example, it can and does happen, and the people participating feel entirely justified in their actions. But you need to take it for what it is, this is no different to the kid who gave you shit on the school playground. They want you to make you feel uncomfortable and unwanted, but they cannot touch you. If they had anything on you, you'd be in handcuffs.
