Hmmm... Yes if only there was some sort of federal program in place for this exact purpose that filtered out criminals and brought in vetted workers who could carry some sort of ID card or document that proved they were legally allowed to be in the country...

unfortunately I don't think such a program exists so we better sign some executive orders.
