Not a kienzan, his quirk is basically about packing kinetic force into surfaces he connects to, allowing him to propel himself or shit away from him, or even to him which lets him stick to shit like spiderman, so what he's doing there is just packing power into sending bullets through the air, but he can do stuff like deflections, sticking to opponents and other things.
The end-game of his quirk is re-unlocking "flight" (something he could do as a baby before he got conditioned into not doing it through a lot of slapping) and basically having the ability to use it anywhere on his body even in unconscious reactions to stuff.
If he had One For All without some epick drawback of dying he could basically do All Might smashes across his body at any time, so if he fought Shiggy with it, then not only could Shiggy not get through the forcefield but it'd just knock the shit out of him.
