Her regular basic attacks and skill1/skill2 scale off Atk like normal, but her passive's ~2 extra basic attacks a turn are where most of her dmg comes from, and those scale purely off initial max HP up to 72% HP per attack which also gain +30% dmg/100% Crit from her ult (and +20% dmg from Mechty's key if you have it). She also has lousy base Atk and high base HP so even if you did manage to somehow reach 3k Atk her skill1 would deal less than a single basic at 5k HP (I think she can reach 6k with investment).
There's also the fact she's, yanno, a tank? With 60% DR and a 50% shield her ult multiplies her already high durability by 3.75 which is wild. I haven't come across an enemy that can kill her yet.
