I mean it certainly is an improvement, and the episodes Hillenburg worked on when he returned to the show before his passing were some of the best post-movie SpongeBob episodes, season 11 was peak.
The animation is a huge positive too, it shows how many dedicated animators are to keeping the Looney Tunes/Ren & Stimpy style alive and it looks like a fun show to work on, it’s not my favorite style for the show but it looks amazing for a modern cartoon. However seasons 13-now have the issue of feeling style over substance, and it does kinda suck how Spumco alumni and the artists influenced by that kind of work are relegated to the SpongeBob mines for eternity because the only reason that show has that style was because it’s success gives it a budget that allows for that kind of wackiness, meanwhile other shows are left to look like shit with low budgets, honestly I respect and admire modern SpongeBob for that more than I like it.
