That might be it actually. If it's a tourist destination, whether foreign or domestic, making the streets look good is not optional. In an actual oil & gas region, it kind of is. Natural resource extraction is going to make money no matter how apocalyptic the surroundings look.
Like, look at Norilsk. According to an unsourced claim on Wikipedia it produces 25% of the world's platinum, but I'm not getting the impression that much of that stays in Norilsk. If a ski resort looked like this, people would just ski elsewhere, even if the slopes weren't as good.
