"Phase 2" is stupid. Linear progression programs are excellent for n00bs and SS is a good linear progression program, but when you stop PROGRESSING LINEARLY you stop doing a linear progression program and just do an actually periodized program. Probably one that has you regularly deadlifting twice a week if you wanna really do specifically powerlifting.
