There's tons of scams. They also use stolen phones, where they change the IMEI to avoid blacklists. Or they ship em to anotber nation where it's not blacklisted

But many have the money, either before coming like you'd see on fox news type vids. Or make it here, since making less is the same when you don't pay taxes on it. Plus it saves the employer from paying payroll taxes. So even if they got paid 20% less, they still come out ahead, and the business especially.
