There would be no incentive to do anything with land if no one can claim the benefit of working it and developing it. Society would be forever stuck in a cycle of seeking shelter because no one would ever invest in anything permanent. In the early European cultures, land ownership resulted in great cities, infrastructure and engineering. In Mongolia, Russia and Africa, not so much.
